Your Mentoring Program Is One Budget Meeting Away from Getting Cut
Every mentoring program is a budget line. And every budget line has to justify itself to someone who wasn't in the room when the mentee said it changed her life.
I think about this a lot, because I keep hearing the same story from program managers. The mentoring is working. People are growing. Relationships are forming that wouldn't exist otherwise. And then budget season arrives, and the person defending the program walks into a room full of people who want numbers, not narratives.
The mentoring programs that get cut are rarely the ones that failed. They're the ones that couldn't prove they didn't.
Two versions of the same meeting
Here's a scenario I keep encountering, in various forms.
Version one: The CFO asks what the mentoring program delivered this year. The program manager says engagement has been strong, participants are enthusiastic, and several mentees have told her the experience was transformative. The CFO nods. Makes a note. Moves to the next line item. The program gets a 20% haircut because nothing on screen made the case for keeping it whole.
Version two: Same CFO, same question. The program manager pulls a report. Retention among mentored employees is 14 points higher than the comparison group, controlling for role and tenure. Goal completion across the current cohort is at 78%. She estimates the retention differential avoided roughly $400K in replacement costs based on the company's own hiring data. The CFO asks a follow-up question. Not "should we keep this?" but "can we expand it to the engineering org?"
Same program. Same outcomes. One had the translation and one didn't.
I want to be honest about something: I'm not entirely sure version two happens as cleanly as I just described it. CFOs are not vending machines where you insert a number and a budget falls out. But I am sure of this, version one almost never works. The absence of data is itself a signal, and the signal it sends is: this program isn't managed tightly enough to measure.
Why anecdotes die in budget meetings
It's not that stories don't matter. Stories are how humans make sense of things. A mentee describing how her mentor helped her navigate a career transition is genuinely compelling, to anyone who already believes mentoring works.
The problem is that budget meetings are full of people who don't already believe. Or more precisely, people whose job is to be skeptical about every line item equally. Your mentoring program isn't competing against "no mentoring program." It's competing against the twelve other things that also want that money. And the hiring manager who can show cost-per-hire trends has a structural advantage over the program manager who has testimonials.
This isn't fair, exactly. Mentoring produces outcomes that are genuinely harder to measure than most line items. A 2016 meta-analysis by Eby et al. published in the Journal of Applied Psychology found significant positive effects of workplace mentoring on career outcomes, job attitudes, and health-related outcomes. But the effect sizes are moderate, and the causal pathways are tangled. Mentoring doesn't work the way a sales campaign works, where you can draw a clean line from dollars spent to revenue generated.
But "it's hard to measure" is not the same as "we shouldn't try." And in budget season, "we haven't measured it" sounds exactly like "it doesn't work."
The metrics that actually matter (and the ones that don't)
Not everything you can count is worth counting. I've seen program managers walk into budget meetings with slide decks full of numbers that technically described their program but actually proved nothing.
Number of active pairs. Total hours logged. Average satisfaction rating. These are activity metrics. They tell you the program is running. They don't tell anyone whether it's working. A CFO who sees "147 active pairs" thinks "okay, and?" A satisfaction score of 4.3 out of 5 means participants enjoyed it. But so did the people who attended the company picnic, and nobody's fighting for that budget.
The metrics that survive budget scrutiny are the ones that connect to outcomes the finance team already cares about.
Retention differential is the big one. Compare mentored and non-mentored employees staying at the company (controlling for obvious variables like role, tenure, and performance level) and you have something to work with. If mentored employees show meaningfully higher retention, you can estimate the cost avoidance using your company's own replacement cost data. This is the number that makes CFOs do math in their heads, which is exactly what you want them doing.
Then there's goal completion. Are mentees actually progressing toward defined objectives? This only works if your goal-setting practices produce goals worth measuring ("have six meetings" is not a development goal) but when it works, it demonstrates that mentoring produces capability, not just warm feelings.
Promotion and mobility rates are worth tracking too, though they're harder to attribute directly to mentoring. Be transparent about that. Directional data is still data. And a CFO who sees mentored employees advancing 20% faster will ask questions, even if you can't prove causation.

The point for budget season is simpler: you need at least one number that translates directly into dollars, and you need to present it honestly.
Honest numbers beat impressive ones
Here's where I think a lot of program managers go wrong, and I say this with genuine sympathy because the incentive structure pushes you toward it: overclaiming.
You're under pressure to justify your budget. You have some data that looks good. The temptation is to round up, attribute generously, and present your best-case scenario as the baseline. "Our program saved $1.2 million in retention costs" sounds a lot better than "we estimate the retention differential is worth somewhere between $300K and $500K, assuming our comparison group is reasonably valid."
But the second version is the one that builds trust. Finance people are professionally allergic to claims that feel inflated. The moment your number sounds too good, they start looking for the flaw. And they'll find one, because attribution in mentoring is genuinely messy.
Present your data with stated assumptions and honest confidence levels. "Mentored employees were retained at a 14-point higher rate than comparable non-mentored employees. We estimate this represents $380K in avoided replacement costs, based on our average cost-per-hire of $18K and fully-loaded onboarding costs. This is a correlation, not a controlled experiment. But the gap has held for two consecutive cohorts."
That paragraph won't go viral. It will keep your budget intact.
Build the case before anyone asks
The worst time to start measuring your mentoring program is two weeks before a budget review. I know this is obvious. I also know it describes roughly half the programs I've talked to.
If you're running a mentoring program right now and you don't have baseline comparison data, start capturing it today. Not next quarter. Today. Pull retention rates for your current participants and a comparable non-participant group. Start tracking goal completion. Document the interventions you're making. Every at-risk pair you catch and save is a data point you can use later.
The programs that consistently survive budget cuts aren't the ones with the most sophisticated analytics. They're the ones where someone was thinking about measurement from day one, capturing data continuously, and building the narrative before anyone demanded it. Cohort-based programs make this easier because they give you natural comparison windows. But even a rolling program can build a credible dataset if someone's paying attention.
When budget season arrives, you want to be the person who opens a report, not the person who opens a blank slide deck and starts typing.
The political reality
I've been talking about data as though it exists in a rational vacuum where the best numbers win. That's not quite how organizations work, and I'd be doing you a disservice to pretend otherwise.
Your mentoring program also needs a champion, ideally someone senior enough to matter in budget conversations. Data arms that champion. Without data, even the most enthusiastic executive sponsor is bringing a feeling to a numbers fight. With data, they're bringing evidence.
The programs that fail for structural reasons often fail politically first. They lose their champion, or they never had one. Measurement alone won't save you from organizational politics. But the absence of measurement guarantees that politics is the only thing deciding your fate.
One budget meeting
Your mentoring program is probably doing real good for real people. I believe that. The mentees who tell you it changed their trajectory are telling the truth.
But their truth lives in a conversation. Your budget lives in a spreadsheet. The gap between those two things is where programs get cut, not because they failed, but because nobody translated the impact into the language the room required.
Close that gap before someone else closes your program.
